When Paris first states his interest in marrying Juliet, Lord Capulet:

When Paris initially tells Capulet his intensions toward Juliet (marriage), Capulet cites her young age and the fact that Juliet will have the final say in who she marries. He does, however, give Paris the go ahead to woo his daughter. In other words, Paris has permission to court Juliet.
