Do you think Tom Lea ever intended to free George? Why or why not?

In my opinion, Tom Lea's intentions were to free George, but everytime he was pushed to do so he left George with nothing but disappointment. I'd like to think he would have given George his freedom without George having to get him drunk and find his freedom papers..... unfortuately, the better part of me thinks that he was stringing George along.
