In the poem 'IF' do his words define being a man or being a 'good man'
...at the end of the poem Kipling describes it all as 'being a man' ... he says nothing of being a 'good man', correct?

I think Kipling's original intent was defining what it means to be a "man" in terms of gender expectations. There is definitely a values and ethical component to the poem.
