What is the exact meaning of this sentence: “Neither at things nor at people should one look. Only in mirrors should one look, for mirrors do but show us masks”

after salome demand head of yokanaan, herod says to salome yor beauty troubled me. and i look at you no more and says the sentence in above question that i cant understand exact meaning of that.

Herod would rather look at an illusion. Instead of observing people or being observed, Herod would rather look at the mirror. He would rather look for the illusions or the masquerade the mirror offers. It is an escape he seeks rather than accepting the reality.
