Why did someone in the ghetto say “The ghetto is liberty”?

I think some Jews see the Ghetto as a place where they are safe. The ghetto may be horrible, but it's theirs. They perceive a collective "ownership" separate from the Nazis. This could just be a way of putting a positive face on a bad situation, or it could be a more profound statement about what the Jews are going through. The ghetto may be horrible, but it's theirs. Through that collective "ownership" they become stronger. The ghetto, however, is just another version of a concentration camp.
