I can only really speak to the narrative of the story. Orwell felt pressured to play the role thrust upon him in the story. He was part of the English occupying force and he was white. This made him responsible for the Elephant and he was expected to fill his role as enforcer and protector. Orwell didn't want this role but was forced to perform it.
