The question is: Imagine that you could target any one character in the novel to question his or her role in the process of the investigation. In journalistic style, create a news item exposing the bungling in one aspect of the investigation into the events surrounding Carl Heine's death and the subsequent tril of Kabuo.

Is this question asking me to pick a character, and find his/her mistakes in the investigation? I'm confused.

It seems you have to pick a character and call into question how they bungled (messed up) the case. You need to do this in the form of an objective sounding newspaper article.
