On the last page of the novel a reference is made to a new arrest. Our book discussion has no idea what this means. Who arrested and why?

This is after the trial is over and the accused set free.

The part that you are talking about is a reference to the arrest of Kabuo. It is the end of Ishmeal's retelling, not a new arrest.
