Where is the grindstone situated, and why is this so appropriate in terms of the deeper themes of the novel?

The grindstone was located under a collonade across the street from Telleson's bank..... the place where the aristocracy work park their carriages when doing business. Some carriages still remained there, making this a symbol of revolt and rebellion.
