The monseigneur is one of the rich people who are haughty and treat the common people as if they are truly of the low class. The Marquis Evremonde is the other "Monseigneur" who races his carriage through the streets even killing one small child. He throws a few worthless coins to the peasants, but one is thrown back into his carriage which angers him even more.
