Apperently he was once heard saying that starving people should eat grass,

"Does everybody here recall old Foulon, who told the famished people that they might eat grass..."

The mob finds him and put grass in his mouth. Then they behead him. That was a rather harsh thing to do. Most of what is shouted out is merely rumor and hearsay.
