Dickens uses his story to point out the corruption and absence of justice in the British legal system: Old Bailey embodies the hash and unforgiving nature of the system. The mental hospital, Bedlam, was also plagued with injustice and despair. Bedlam was open to the public, who could tour galleries of the insane for a penny.
