I think that by this point in the story, Paul is tired of being submissive and scared. Paul is more assertive and takes responsibility for his actions. Tino and Paul were friends and Paul wanted Tino to know the truth. Tino does not really mind that Paul told on him. I think the last part of your question asks for your opinion.
