Sure. Angel isn't a bad guy. He loves Tess for her frailties as well as her strengths. He is probably the best thing to come into Tess's life. He certainly beats Alec!
I think I want to add to this. Angel turns out to be less than kind when Tess finally discloses her past. So, should they have married? I suppose this depends on if and when Tess decided to come clean about her past. Although Angel was no Alec, his feelings certainly should have been tested prior to marriage.
