What is Twain saying in the last paragraph of the chapter about pious people who believe in goodness and ignore reality?

I don't see this in the last paragraph of Chapter 5. The end of this chapter does deal with Pap. The Judge believes that if he takes Pap into his home he can reform him, but soon realizes that Pap's condition is far more than he can handle. What Twain is saying here is that the Judge, believing in the goodness of man gives pap another chance (in his own home none-the-less) believing that he can reform the men........ the Judge, in essence, is ignoring the reality that Pap cannot be reformed...... and that he will never stop drinking.
