Tom's technique with Jim was to simply offer to switch jobs... his idea didn't work because Jim was more frightened of the missus, well, up until Tom offered to show Jim his sore toe.
As for the neighborhood boys, Tom pretends to love whitewashing, putting fake enthusiasm into his work. "Does a boy get a chance to whitewash a fence every day?" Tom asks. Soon, the boys are begging Tom for the chance to whitewash in exchange for small trinkets.
