THe nurse is more of a mother to Juliet than Juliet's mother. Women of nobility generally had little to do with their kids. Lady Capulet can't even talk to Juliet in private, it is too awkward for her. She needs the nurse to stay. The nurse is nurturing, gentle, kind...everything that L. Capulet is not. It is hinted that the Nurse breast fed Juliet as a baby. Back then families of nobility would search out a lactating woman to nurse so the real mother didn't have to bother with all that stuff.
