The wind reminds Santiago of freedom, and he knows that regardless of what is left behind he dires the freedom to pursue his Personal Legend. Ironically, just before the advent of the levanter, Santiago had decided it would probably be best to continue his work as a shepherd. The wind seemed like a sign from the old man.
