For Liesel and Ruby, are they dynamic or static?

Liesel and Rudy are both static characters. You really need to ask yourself if these characters fundamentally changed as a result of what happened in the story. Although both Liesel and Rudy had been through a lot and discovered their love for each other too late, they remained essentially altruistic brave people. Much of what they said and did was by example presenting them as indirect characters.
