Franz Deutscher likes or love Liesel?

I don't see any evidence of Franz liking Liesel or anyone for that matter. Franz is a socipathic Hitler Youth leader who loves to hurt people. He senses Liesel and Rudy might be different or not a sadistic Nazi worshipper like himself. I think that is why he picks on Rudy.
