Maybe nobody reacted when Franz beaten Rudy during (marathon?) because this was "nazi country" and Nazis promote aggression among boys (They believed that every boy must be strong)?But it was competition (marathon?)and they should react to Franz aggression.

I'm not exactly sure what you are asking here. Franz was a bully and bullies exist in most cultures. Perhaps you can clarify your question for me.
