Rudy loved Liesel, and she saw him as her best friend. I think that as a teenage, Rudy would like to convey his feelings for her in the same way as any young man from any generation. He might have begun by asking her to do things they didn't normally do. They played together, ran around together, but he might have asked her to do something special. As far as showing his love, I don't think he could top saving her book from the ice cold water. None-the-less, Liesel didn't see Rudy in a romantic way..... I don't think he'd have had a chance no matter what he did.
