What finally laid the ghost of Liesels brother to rest?

I'm pretty sure it has to do with the mayors wife I just can't remember

Michael Holtzapfel is one of Frau Holtzapfel's sons, Michael served in the German Army in the Battle of Stalingrad, where his hand was severely wounded. At a makeshift hospital, he sees his brother Robert die. He returns home and later commits suicide, unable to live with the guilt of having lived while his brother died. Frau Holtzapfel' is forever lost in the fog over her son's death. This certainly might have put to rest Liesel's guilt over her brother dying.

Liesel's  little brother's ghost was finally laid to rest by her apologies to the mayor's wife (Isla Hermann) because if you can remember he appeared to her when she was giving rebuke to Frau Hermann  for firing the washing service and she pushed him down the stairs and after she apologized he reappeared smiled and disappeared once more.
