Why was tommy müller punished during the Hitler youth drill? Why was Rudy Steiner punished along with him?

Tommy can't hear the call to stop during drill practice because he has ear problems. He gets punished for it. Rudy tries to explain about Tommy's ear problems but gets punished as well.
