Why were Liesel and her brother Werner supposed to be placed in foster care in January 1939?

Liesel’s father had "disappeared". He was an active communist and it is implied that Hitler had something to do with his disappearance. Because of her father's political past, Liesel's mother was deemed unfit to parent. This is why Liesel and her brother were being taken to live with a foster family.
