Kotler hated everyone .Maybe he wanted killed germans that he hated???Nazi party allowed killed germans who was opposed them or other reasons.

I wouldn't say that Kotler hated everyone, that would require emotion..... and Kotler wasn't capable of emotion. I also don't believe he wanted to randomly kill people. As for the last part of your question, the Nazis most certainly approved the deaths of those who opposed them.
