Why did Shmuel back away nervously when Bruno touched the fence?

Please include a chapter number with your questions. As far as I can tell, Shmuel became nervous when Bruno touched the fence and lifted the wire to crawl under. Shmuel wasn't allowed near the fence and seemed afraid he would get into trouble.
