Why was Archie chosen to be “the Assigner”?

Archie is a villain who will do anything he is asked, as long as it means being evil. Doing dirty deeds does not bother him and he doesn't feel guilty afterwards. Archie's view of the world is pretty cynical:

"The world is made up of two kinds of people – those who are victims and those who are victimized"
