What earlier incidents in the novel account for the inspector's intentional delays in approving the child of Mrs. Strorm?

Harriet Strorm avoided having the inspector come because two of her children have already been refused. In Chapter Seven, we learn that the new baby also has a "small" problem, thus, she wants to borrow Emily's baby to pass the inspection and get the certificate.
