why does Hale want the court to slow down with the charges of witchcraft? what is weighing on his conscience? Before more people are condemned,what is he going to need?

Hale is coming to understand some of the motives behind the crying out of the young girls and the reasons why the trials are, in fact, a complete farce in terms of justice and right and wrong. Hale wants everyone to "slow down" and tries to convince the judges that things are not proceeding according to the law or to the laws of God. His conscience is weighed upon as he sees more and more good people being convicted of witchcraft when the only evidence is "spectral" which is absolutely not reliable at all. He is concerned that he has helped to create this mess.
