The narrator is telling a story..... a legend. He is relating a story that has been passed down..... a legend tht is widely believed by the people in the small New England town. During this period, people were widely superstitious. They told tales about things they were unble to explain. Although, the narrator claims the story to be true and accurate, the manner in which he speaks allows us to infer that he believed it.
