What makes it possible for tom to go into such a business lending money for high interest?

Tom is greedy to begin with. His association with the Devil seems to complete his chosen line of work. Tom will live off other people's misery. Just as Tom will owe the Devil his soul, people will owe Tom their money and livelihoods.
