Why is the three fingered woman in the blue dress consider of higher status than Hannah/Chaya and her friends even though she is also a prisoner?

Some older prisoners were marked out to handle new prisoners with clothes, washing, hygene...They were given some extra rations for doing this. They might sleep in a better bunk or avoid hard labor.
