In Book II of Utopia by Sir Thomas more, who is the narrator? What point of view is this? Why does the author use this narrative frame?

The narrator is Raphael Hythloday, and Book II is told in the first person point of view. More doesn't agree with many of Hythloday’s more radical ideas, and as Hythloday now tells the story in More's second narrative frame, he is able to distance himself from the controversy.
