Does Madison believe that Man is inherently good or evil? How does this affect his belief in the role of government?

Madison didn't believe that Man was inherently good or bad. He believed that Man became what society and opportunity made him. Madison supported the idea that confidence and opportunity allowed Man to achieve, whereas, a lack of those things proved degrading and led to depravity.
