The biggest difference between the Articles of Conferderation and the Constitution was the amount of control the states had, as opposed to the federal government. Under the Articles of Confederation, the federal government held very little power. The men who wrote the Articles of Confederation feared a strong federal government, believing it might lead to tyranny. The Constitution gave the federal government power.

With regard to taxes, no state should impose taxes or duties that would violate any of the terms of the treaties. It turns out that the Congress itself did not have the right to tax, the states collected taxes on their own, therefore, the "policy" of the Congress was funded by the states.
