What happens in the first chapter of the first stone

Reef is angry at his local government for destroying the place he hangs out with his friends. One day, his anger gets the best of him, and he throws rocks off of an overpass until finally, he hits a moving car. The driver is stunned and traumatized from the rock hitting the car, and she crashes.
