Why was Ruby one of the people Eddie meets in Heaven if he never met her when he was alive?

Ruby is the person the Pier was named after, Ruby's Pier was Eddie's life. He worked and managed the place: it became his life and identity. Ruby is the third of Eddie's "Five People." She explains that she was married to Emile, the man who created Ruby Pier. After a fire leveled the park, Emile was ruined - both physically and financially. Coincidentally, Ruby happened to be tending to Emile on the other side of the curtain in Eddie's father's room. She alone heard Eddie's father's last words - he called out the names of his wife and his two sons. Ruby also reveals the truth about Eddie's father's death, thus teaching Eddie the importance of forgiveness.
