In Chapter 2, βIn Which an Unfortunate Woman Goes Quite Mad,β a third-person narrator first focuses on the Grand Elder Gherland as he prepares for the nearing procession of the Day of Sacrifice. The narrator gives a brief description of the city-state which is called the Protectorate. The Protectorate is owned and operated by a group of rich and fortunate people called Elders, and the Elders are led by a man named Grand Elder Gherland. The Protectorate is a difficult place in which to live. Most people are very poor and do not have much money, food, or belongings. They work as farmers in a nearby Bog, which is also owned by the Elders.
On the other side of the Protectorate is a dangerous forest. The townspeople believe that a Witch lives there, and they think that sacrificing a baby to the Witch each year keeps the Witch away from them and keeps their town safe from harm. Each year, on the Day of Sacrifice, the youngest baby in the Protectorate is chosen. This baby is taken from his or her parents and left in the forest as a sacrifice.
