how is the timing between the giver and jonas perfect??? PLEASE ANSWER IN A LONG ANSWER! CHAPTER 20-23

Jonas has discovered that rejected people, including the elderly, are killed by lethal injection. Even Fiona has been trained to administer these. The baby Gabriel is also to be released which makes timing important. Jonas has to get Gabriel out of the community. The community will be engaged in their December Ceremony, which is a good time to change things forever.
