Jonas broke a rule by transmitting a memory to Gabriel. Should Jonas turn himself in for this infraction? Why or Why not?

I think that at this point in the story, Jonas is seeing the community for what it is, a dystopia. Jonas is comforting Gabriel and trying to save his life. No Jonas should not turn himself in because the Elders run a very tainted and twisted society.
