Rosemary was unable to emotionally handle the memories she'd been given by the Receiver. She asked for release.

Rosemary was the Receiver before Jonas. She was the Giver's daughter. When she was chosen, she couldn't handle the pain of the memories and asked to be released. Because of her, Jonas' rules prohibit him from applying for release.
