They both like each other. There is some romantic undertones here but they just hook up. The Elders usually make and approve matches. They are also on their ant-sex medication. Fiona does not have any "powers" that Jonas has. By the end of the book Jonas has experienced far too much emotion to relate to Fiona anymore.
