Why is Gabriel staying with Jonas's family?

Gabriel baby was not progressing satisfactorily to reach the community's "normal baby" standards. Gabriel often cried for hours. Gabriel's father was allowed to take Gabriel home in a last effort to bring baby up to standard or else it would be released.
