Why is it necessary for there to be a Reciever?

The Giver is the only one who holds the memories from previous times... the only one who can advise the community based upon what happened in the past. Without a receiver, those memories would disappear when the Giver left the community. A Receiver was necessary to fulfill the role of advisor and mentor.
