Why must the stirrings be treated?Why does the community need to have control over its citizens Stirrings?

The "stirrings" are sexual longings that the Elders want to control. Sexual longing leads to independent thought and private loyalties. The Elders want control over reproduction so they can have control over society. They want to keep their population innocent and immature.
