What seems to be contracdictory or surprising about Jeannette Wall's parents and their homelessness?

In context, it is surprising that Jeannette's parents are so complacent in their homelessness..... they seem happy. Both parents are intelligent and well educated.... and yet they do not use their intelligence or their educations to better their lives.
