Why doesn’t Rex just take Rosa Mary's check outright?

Rex doesn't take her check outright because he wants her to give it to him. From the text:

While Dad liked it that Mom was bringing home a paycheck, he saw himself as the head of the household, and he maintained that the money should be turned over to him.

Why does Rose Mary react with anger when Jeanette tell her she doen't behave like her a mother?
