What is the fundamental difference between Hooverville and Weedpatch?

Weedpatch is a Government supported camp (FDR's New Deal), it rund on the “we” mentality vs the ”I” mentality. The people make their own rules, are in charge of policing themselves, and have put their own government into place.
Furthermore, the people care for the camp. They're in charge of keeping it clean, and organizing committees to make sure things get done, while everyone shares in the work. They have dances and a sense of community, people can work off their rent if they don't have the cash on hand.
Hooverville, on the other hand, is unorganized. People live in filth, they sleep in cardboard boxes and tents. The camp is lawless and dangerous. No one shares in the work, and the "mayor" is only worried about his own wallet.
