The turtle appearance of the turtle is prominant in Chapter 3. This is significant because the turtle metaphorically represents the migrant workers (the Joads in particular), and their attempt to make their way in a place they don't belong. Like the turtle on the highway, the Joads find everything around them moving far too fast (think modernization and industrialization).
